What follows is the preface and both tables of contents for two new books titled: Oswald in Mexico: A Compendium of Research Documents. The first is subtitled, "Book One -- Warren Commission." The second is subtitled, "Book Two -- HSCA Investigation." Ordering information can be found at the bottom of this file. PREFACE Within hours of the assassination of President Kennedy, the remaining Kennedy Administration, now under Johnson, were told that Lee Harvey Oswald had visited Mexico City in late September. His file also showed pro-Castro activity. Suspicions of possible Cuban involvement in the assassination immediately arose among some of the highest U.S. government officials. In the thirty years since the assassination, the whole question of Oswald's visit to Mexico City has been given the most probing scrutiny. Some researchers have suggested that Oswald did not actually travel to Mexico City. Others theorize that Oswald did in fact visit Mexico City, but that some or all of his visits and/or phone conversations with Cuban and Soviet Embassy personnel were staged, with someone impersonating Oswald. Even staunch defenders of the official version, that Oswald alone went to Mexico City, have raised the specter of conspiracy. One of the most important studies of Oswald in Mexico City was undertaken by HSCA investigator Edwin Lopez. This report (officially designated "Lee Harvey Oswald, The CIA and Mexico City," and which will hereafter be called the Lopez Report) was not turned over to the National Archives; it was so sensitive that it was placed in the custody of the CIA. Assassination researchers have longed to examine this material but, since it was classified and not intended for release until well into the 21st century, the expectation was that it would remain for historians perhaps as yet unborn to study it. Thanks to the 1992 JFK Records Act, most of the Lopez Report was officially released in August, 1993. We present herewith all of the released Lopez/HSCA material in Book Two of "Oswald in Mexico." A few pages are missing from the Lopez Report. In CIA parlance, the document has been "sanitized." These missing pages appear to contain highly secret information given to the HSCA by Phillip Agee on methods used by the CIA at their Mexico City station. Agee was a former CIA agent who was stationed at the Mexico City station a few years after the assassination. The researcher is advised that some of this withheld information is most likely found in Agee's, "Inside the Company." A close examination of the Lopez Report's internal table of contents provides further evidence that the release is not complete, even with these few pages identified. The documents and reports supporting the main report were not included in this release. There are also a substantial number of whited-out words, generally withholding the name of a source or a project. As of September 9, 1993, Archive officials told us that, since the CIA had this material for all these years, the Archivists at the National Archives had no control over what is included in the 1993 release. The Archivists have asked the CIA whether or not the supporting documentation to the report is forthcoming, but as of this writing, no response has been received. What is missing from the report does not detract from the wealth of information and investigatory detail found in it. Researchers will find many fascinating passages in the Lopez Report. It is our intent to provide researchers with the basic documents needed to develop their own views about Oswald in Mexico. Both Book One and Two are assembled with their own table of contents and name indexes to enable quick and more facile research. Book One consists of material related to Oswald's trip to Mexico. This material, much of which has been culled from the Warren Commission's twenty-six volumes of hearings and exhibits, was released in 1964. After thirty years, it is only found on dusty library shelves and can cause a problem to new researchers trying to track it all down. Included are documents published by the HSCA which detail some of the Warren Commission's behind-the- scenes efforts to investigate Oswald in Mexico City. The HSCA chose not to investigate the question of whether or not Oswald visited Mexico City, because "It is the conclusion of this Committee that the Warren Commission correctly established that Oswald had traveled to Mexico City." (see Book Two, p. 107) Book One allows the researcher to make his or her own determination on this matter. Book One, not counting preface, table of contents and index, is 158 pages long. Book Two consists principally of information unearthed by the HSCA, including the entire text of the Lopez Report as released in 1993. Among this material, interviews with Azque, Mirabal and Duran are presented for easy reference to passages in the Lopez Report. Documents that relate to allegations found in the Lopez Report are included. One of these documents is David Belin's tantalizing memo to the Rockefeller Commission showing his dissatisfaction and actually calling for renewed investigation in the area of Oswald in Mexico (see Book Two, p. 89). Book Two is 303 pages long, again not counting TOC and index. As issued by the National Archives, the Lopez Report is quite large and mostly composed of double spaced typed lines. In order to conserve space without inhibiting readability, two pages of the Lopez Report have been made to fit on one face of one page and further, both sides of the page have been used. Thus, each one of our pages contains four pages of the release. This has caused no drawbacks in presentation, actually making the handling of this report much easier. Whether you have obtained either or both of these books, we hope this material will aid your own research. There is no substitute for primary source material. Unfortunately, this material is widely dispersed and not easily available. Time tracking it all down and copy costs can often be prohibitive. Some sources of the Lopez Report charge $55 and up. We offer these two books in order to bring an assemblage of important material to the research community and at the same time provide an affordable price.
