Box 202-203(contents were combined) contain a memo dated 11-9-63. Quote: From: OSD, WASH DC THIS IS A JOINT STATE-DEFENSE MESSAGE 1. Secretary Rusk and Secretary McNamara plan one-day conference PACOM Hq 20 NOV 63. They invite AMB Lodge Adm Felt and Gen Hardinson following proposed agenda: ... D. Outline in terms of forces, timing and number involved, the projected program for reduction US military forces by CY 1965. ... F. CAS-MACV Relationships: (1) Plans for reduction in number and complexity of irregular forces, and for the absorption of their functions into the regular military structure. End Quote. Another memo sent (or at least endorsed) by Krulak on behalf of CJCS ib 10/5/63 reads as follows: Quote: From: CJCS Info COMUSMACV Subject: Approved Actions for South Vietnam .... b. The program currently in progress to train Vietnamese forces will be reviewed and accelerated as necessary to insure that all essential functions visualized to be required for the projected operational environment, to include those now performed by U.S. military units and personnel, can be assumed properly by the Vietnamese by the end of calendar year 1965. All planning will be directed towards preparing RVN forces for the withdrawal of all U.S. special assistance units and personnel by the end of calendar year 1965. Any exceptions must be specifically justified. End Quote. In fairness, the documents reveal that they projected that approximately 2700 MAAG, Starcom and RRV support staff remain in Vietnam afterwards. However the removal of US forces was not predicated upon anything. NOW, my question to you John: Why do you obfuscate the truth? Who, or what motivates you to lead people to believe that JFK was not planning to de-escalate the Vietnam conflict/war? Your webpage cites very selective data from you which you mislead.
